QC Inspections completions

Filling out the QC checklists, I noticed there are a couple of items that do not allow the checklist to show 100% completion. One item is that any item marked as N/A does not show as a completed item. the second item is specifically seen in the ACC checklist. The first two lines are notes and descriptions. They do not allow for a response. I have completed the rest of the check points as passed but the inspection still shows 2 missing checkpoints. Is the system reading the first two line items as unfinished check points?
